Because it's easier to show what you want in Manga rather than Anime that airs in TV? There hasn't been too much R-Rated Yaoi that has aired on TV, it's the same with Yuri, much more Yuri manga compared to Anime due to the same reason (not that all Yuri is rated-R, but eh Citrus Anime adaption is coming soon so yea)
